Do I need Jira to get value from Confluence training?

No, though a good part of the value is in linking the two. The structure, template and governance material stands on its own.

Is this for administrators or contributors?

Both. Space administration and permissions are admin topics; templates, documentation practice and collaboration are for anyone writing in it.

Does Confluence training earn PDUs?

Yes — it is PDU-eligible like the rest of the tool catalog, and credits report to your PMI account.

Can this help clean up an existing messy instance?

That is most of the audience. The structure and governance classes are built around reorganizing what already exists rather than starting fresh.
