Building a PMO – how to track resources (in the funnel and projected)

I am involved in building a PMO and looking for suggestions of software or tools that are good for tracking resources on multiple projects. Also need to use the tool to project capacity for certain resources and take into account current projects, future projects, in the pipe but not assigned and re-curing annual projects that require resourcing annually at the same time year over year. Are there software tools anyone would suggest?

Not so much MS Projects since it will need multiple user access across different physical locations. Users will be responsible for their own resource pool and need to track it from mulitple sites.

Tracy, what you are describing is Project Server or Project Online. They are basically the same product except that the first is on premise and the second is SSAS subscription.
