How to create a view/report listing incomplete assignments?

  I’d like to create a report that is basically a filtered Task Usage table. I want to be able to see all of the tasks for which at least one of the assigned resources has “% Work Complete” < 100%. Subordinate to the task I want one line per resource which meets that criterion. I don’t want to see any of the resources listed for which “% Work Complete” = 100.
